The Civil Society Platform for Peacebuilding and\u202fStatebuilding\u202f(CSPPS) is a member-led international\u202fnetwork\u202fthat brings\u202ftogether more than 800 civil society\u202forganisations\u202ffrom the Global North and the Global South, supporting conflict and crisis prevention, peacebuilding and\u202fstatebuilding\u202fin over 30 fragile and conflict-affected countries.\u202fIn addition, and in the context of the International Dialogue on Peacebuilding and\u202fStatebuilding\u202f(IDPS), CSPPS\u202frepresents the civil society branch of the tripartite structure and\u202fhas established\u202fa\u202fpresence in 19 out of the 20 g7+ countries, as well as in other countries outside of g7+ who\u202fhave manifestations of fragility or conflicts.<\/i>\u00a0<\/span>\u00a0<\/span><\/p>

CSPPS <\/span>joined TAP Network as a Partner in 2015 and ever since, has been one of TAP’s closest collaborators.\u00a0 CSPPS is now completing their 2020-2021 term on TAP’s Steering Committee and will continue on as a carry-over organization for the 2022-2023 Steering Committee term.\u00a0 You can see more of CSPPS’s engagements with TAP, including a TAP Conversation, on their Partner profile<\/a>.<\/span><\/span><\/em><\/p>

Created in 2018, the Paris Peace Forum\u00a0was\u00a0launched by\u00a0French\u00a0President Emmanuel Macron,\u00a0with the purpose of\u00a0collectively\u00a0discussing and\u00a0finding solutions to\u00a0some of the greatest\u00a0global problems\u00a0facing the world today.\u00a0The\u00a0Forum brings together heads of state, international organisations, the private sector,\u00a0and civil society to work together\u00a0towards global governance solutions to achieve peace.\u00a0This year, the\u00a0Forum was\u00a0held once again in Paris\u00a0in a hybrid format\u00a0for its fourth edition\u00a0between the 11th\u00a0and the 13th\u00a0of November.\u00a0The\u00a0ongoing\u00a0COVID-19\u00a0pandemic\u00a0has\u00a0shown\u00a0once again the interconnectedness of\u00a0many of the\u00a0challenges faced by humanity\u00a0today,\u00a0which\u00a0renders\u00a0international cooperation more important than ever.\u00a0Against this background, this year\u2019s edition aimed at\u00a0addressing governance gaps, such as the North-South solidarity gap, and at finding solutions to recover and build\u00a0back better\u00a0from the pandemic,\u00a0looking beyond just the public health impacts of COVID-19.\u00a0The project “CSPPS Coordinated Response to Support Local Action during COVID-19” was selected as one of\u00a080 projects\u00a0to be\u00a0showcased in this year’s Paris Peace Forum,\u00a0as a result of the work implemented in Sierra Leone, Cameroon, and Somalia to face the COVID-19 pandemic.\u00a0<\/span><\/p>

The impacts of COVID-19 on civil society and CSPPS\u2019 response\u00a0<\/b>\u00a0<\/span><\/p>

The\u00a0activities\u00a0implemented under the aforementioned\u00a0project worked on two levels \u2013 namely,\u00a0on the international level via the Platform\u2019s lobby and advocacy work, and on the national level, via the project activities\u00a0implemented by the CSPPS Country Teams.\u00a0In early 2020, CSPPS quickly saw the\u00a0pandemic having worrying effects on civil society organisations, their work, and their operating capacity, extending into the realm of rising gender\u00a0inequality, shrinking civic space, and the spread of misinformation, to name a few.\u00a0To raise awareness on this issue, the Platform began by\u00a0chronicling the wider effects of the pandemic on peace and conflict in a series of\u00a0interviews and articles, via consultations with members of the CSPPS Platform.\u00a0\u00a0\u00a0<\/span><\/p>

On the basis of our discussions with our partners, we\u00a0then published the first in our series of Covid reports,\u00a0\u201cFighting COVID-19, Building Peace \u2013 What Local Peacebuilders say about COVID-19, Civic Space, Fragility and Drivers of Conflict\u201d,\u00a0a valuable advocacy resource used locally, regionally, and nationally by our members, and on the international policy level by the Platform as a whole.\u00a0The published articles, interviews, and reports emphasised the importance of CSO-government collaboration for a well informed and effective response to COVID-19 in fragile settings.\u00a0\u00a0<\/span><\/p>

Most recently,\u00a0upon seeing the continued and persistent impact\u00a0of the COVID-19 pandemic on the members of its network,\u00a0we\u00a0published\u00a0the\u00a0second\u00a0report\u00a0on the impacts of the COVID-19\u00a0pandemic, entitled\u00a0\u201cPersistent Impact: An Urgent Call for a Conflict-Sensitive Approach to the COVID-19 Pandemic\u201d.<\/a>\u00a0The report is the result of a series of interviews\u00a0aimed at identifying the pressing challenges faced by the CSPPS network one year\u00a0into the pandemic.\u00a0It was concluded\u00a0that, one year\u00a0into\u00a0the COVID-19 pandemic, the voices of local peacebuilders are still not sufficiently heard by national and international decision-makers, and their lived experiences are not\u00a0taken into account\u00a0enough.\u00a0\u00a0<\/span><\/p>

CSPPS at the Paris Peace Forum\u00a02021<\/b>\u00a0<\/span><\/p>

At the Paris Peace Forum, CSPPS was\u00a0one of 30 projects present in-person and it was\u00a0represented by Ms Fid\u00e8le\u00a0Djebba, president of the\u00a0Association Rayons de Soleil\u00a0<\/i>and country focal point of CSPPS in Cameroon. In a session entitled\u00a0\u201cProjects of hope: What expanding civic space looks like in practice\u201d,\u00a0civil society representatives shared the practical efforts that have been implemented in their contexts to deal with the shrinkage of civic space caused by the COVID-19\u00a0pandemic.\u00a0\u00a0<\/span><\/p>

In the context of Cameroon, Ms\u00a0Djebba\u00a0went as\u00a0far as claiming that the restrictive measures have had a more significant impact on the civil society in Cameroon than the pandemic itself.\u00a0However, hope stems from the fact that, albeit not sufficient, there has been collaboration between the Cameroonian government and the civil society to design and implement projects aimed at\u00a0addressing the challenges posed by the COVID-19. Ms\u00a0Djebba\u00a0called for more inclusive collaboration and reinforced the need\u00a0to build civic capacity and to provide them with the necessary tools and instruments for effective participation. Finally, Ms\u00a0Djebba\u00a0stressed the necessary\u00a0attention needed for women and youth who need stronger support for\u00a0effective\u00a0participation\u00a0in the COVID-19 response\u00a0and for a\u00a0meaningful\u00a0extension of the civic space.\u00a0\u00a0<\/span><\/p>

In addition, CSPPS hosted an informative booth at the Grande Halle de la Vilette, this year\u2019s venue for the Forum, which allowed\u00a0for rich networking opportunities\u00a0to\u00a0discuss\u00a0solutions for peace and how to build forward better from the COVID-19 pandemic.\u00a0CSPPS members present at the venue further had the opportunity to attend in-person discussions, which counted with the presence of Emmanuel Macron, Kamala Harris, Muhammadu Buhari, Sheikh Hasina, among others.\u00a0\u00a0<\/span><\/p>

Future trajectory<\/b>\u00a0<\/span><\/p>

Almost two years into the pandemic,\u00a0COVID-19\u00a0continues to\u00a0sharply\u00a0impact the\u00a0work of\u00a0CSPPS member\u00a0organisations and local peacebuilders\u00a0around the world. The Platform\u2019s call for\u00a0ensuring\u00a0a conflict-sensitive response to\u00a0the\u00a0pandemic that safeguards peace and civic space\u00a0is thus\u00a0as important as ever; this was emphasised\u00a0by\u00a0CSPPS\u00a0in our\u00a0participation at the 2021\u00a0Paris Peace Forum, and\u00a0we hope to continue to support our members\u00a0efforts\u00a0to tackle the impacts of the pandemic extending far beyond just public health, now and in the future.\u00a0\u00a0<\/span><\/p>

Stemming from CSPPS\u2019 ambition\u00a0to build forward better from the COVID-19 pandemic,\u00a0CSPPS coordinator, Peter van Sluijs, affirmed:\u00a0<\/span><\/p>

\u201c<\/i>This year, CSPPS wishes to emphasize the cruciality of safeguarding and ensuring civil society\u2019s involvement in their respective contexts\u2019 conflict-sensitive COVID-19 response.\u00a0<\/i>We want to stress the importance of collaboration between all stakeholders in order to fully recover from the pandemic in a peaceful, just, and sustainable way. Inclusively, we can build forward better.\u201d<\/i>\u00a0<\/span><\/p>
